Chapman Green and Legacy Park 

ABOUT THE PROJECT 

Downtown Tulsa Partnership and The City of Tulsa Parks, Culture, and Recreation are collaborating on the redesign of Chapman Green and Legacy Park. Currently, these two parks both struggle with regular foot-traffic and utilization. As Downtown has 1,000 new housing units planned, these parks are a priority for maintaining and offering viable green space in an urban environment. We are exploring the possibility of transforming both parks to enhance utility and functionality, offering dedicated areas for pets and comfortable spaces for both residents and visitors. Below are the current conditions of both parks: 

LEGACY PARK (Future: Brush Arbor Grove Dog Park)

Legacy Park is set to undergo a full transformation into a dedicated urban dog park, reimagined to better serve the needs of the growing residential population in the Tulsa Arts District. Led by Downtown Tulsa Partnership in collaboration with PartnerTulsa, the City of Tulsa Parks, Culture, and Recreation Department, and the Tulsa Arts District Owners and Business Associations, this project responds directly to community feedback gathered since fall 2023. The new design will feature separate areas for small and large dogs, refreshed Oklahoma prairie-inspired landscaping, and high-quality artificial turf to support cleanliness, durability, and year-round maintenance.

This redevelopment of public space supports urban living and enhances the surrounding neighborhood while providing a pet-friendly destination that encourages social connection and daily use, blending with the cultural character of the district. Construction is set to begin October 2025, marking an exciting new chapter for the park and an investment in the quality of life for Downtown Tulsa residents and visitors alike.

The project is made possible through Public Realm Tax Increment Financing (TIF) and private contributions.

CHAPMAN GREEN

Chapman Green is preparing for a major renovation that will restore and enhance its role as a signature park in Downtown Tulsa's Deco District. Originally completed in 2008 through a partnership between private philanthropy, the City of Tulsa, and Land Legacy, this two-acre green space features an open lawn, tiered ampitheatre, decorative fountain, and public art. However, years of wear have left it in need of renewed investment. The reimagined design will focus on improving comfort and usability—replacing outdated lighting, upgrading landscaping damaged by weather and pets, and integrating new infrastructure to support everyday enjoyment as well as programmed events. Construction is anticipated to begin in Spring 2026.
