Public Realm Action Plan (PRAP): How Downtown Improvements Are Prioritized

Each year, Downtown Tulsa Partnership (DTP) prepares a Public Realm Action Plan (PRAP) to guide how eligible Public Realm Tax Increment Financing (TIF) funds are invested in downtown’s streets, parks, sidewalks, lighting, and public spaces. The PRAP ensures investments align with adopted plans and the long-term vision for downtown Tulsa.

The process begins with a pipeline of public realm projects identified through Downtown Tulsa Forward and related district plans. These projects are reviewed for TIF eligibility and evaluated using clear criteria such as safety, connectivity, economic impact, district priorities, funding leverage, and readiness. Community and stakeholder input help shape annual priorities.

Projects recommended for funding are refined in coordination with the City of Tulsa, Partner Tulsa, designers, and adjacent stakeholders to confirm scope, cost, and feasibility. Each year’s PRAP allocates available Public Realm TIF dollars across priority capital projects, amenities, pilot initiatives, and implementation support based on funding availability and project readiness.

The PRAP is updated annually, allowing DTP to reassess conditions, adjust priorities, and advance projects from concept to construction through a transparent and strategic process that strengthens downtown Tulsa’s public realm.
